Changes authentication for the policy API so the same verifier classes are used as for standard UMA authentication. The Authorization header is used here though, so there is an extra step where the server determines the token format based on the Authorization scheme. Currently Bearer assumes the value is an OIDC token, and WebID assumes it is an encoded WebID.
