Adds opt-in OpenTelemetry auto-instrumentation (ASP.NET Core + HttpClient) to ObservabilitySdk.Setup, default-off to keep the SDK lean. Completes the .NET framework surface toward TS parity. 66 tests pass, build+format clean. Part of SMOODEV-2023 / epic 1981.
