Related to #779 (first half: stable torch now ships cp315 wheels).

  • CI: the Python 3.15 job now uses stable torch instead of nightly. cvxpy is still excluded there: cvxpy 1.9.3 requires sparsediffpy<0.7, which has no cp315 wheel and can't be built without BLAS.
  • Add the Python 3.15 classifier, update installation.md (with a note about cvxpy on 3.15) and the changelog.

Remaining for #779, once cvxpy supports 3.15: switch the 3.15 job to full, make 3.15 the default Python version, and remove the cvxpy note.

Locally, on Python 3.15.2 + torch 2.15.0 (CPU) with [quadprog_projector,fairgrad]: pytest -W error tests/unit passes in float32 and float64 (3549 passed, 66 skipped, 33 xfailed).

Run the Python 3.15 CI job with stable torch instead of nightly, now that
torch 2.15.0 ships cp315 wheels. Add the 3.15 classifier, mention 3.15 in
the installation docs and add a changelog entry. cvxpy remains excluded
on 3.15 since its sparsediffpy<0.7 dependency has no cp315 wheel.
