Add UncertainValue operators to bindings

Motivation / Current Behaviour

Currently, UVs cannot be multiplied with other doubles directly.

Enhancement description

Allow (inplace) modifications to UVs in memilio-simulation through operator overloads (+, -, *, /).
Operators between two UVs are not added, as it is unclear what happens to their distributions or predrawn samples (if any).
