Enable SCEvents to admins + officers

CONTEXT

• SCEvents is near ready for prod, we should soft-enable it

CHANGES

• modified SCEvents gating logic + removed enabled flag
• SCEvents in config.json will just determine if we are running SCEvents locally OR in prod --> see instructions in Update README with Clark setup instructions + Doc link SCEvents#105

TESTING

• updated prod to use this branch + it works
• make sure to run the following...

# b/c frontend changed a bit we need to rebuild containers
docker compose up -d --build
# if backend is down, restart nginx container
docker compose restart nginx
