Add nav2_lifecycle_manager package for all platforms

I think Nav2 wasn't released for Lyrical during the last rebuild, so it wasn't included in the snapshot. I suspect this will fail unless the snapshot is refreshed.

I have a PR, #41, that refreshes the snapshot and includes Nav2. I am working on getting it merged, hopefully sometime this week.

Is the hope that the windows workflow just works after the rebuild and I merge main back into this branch? I see the other platforms workflows passed.

Covered in the RoboStack monorepo, RoboStack/robostack, where all ROS 2 distributions are now built: navigation2 and nav2_bringup are in the shared package selection for all platforms there, which brings in nav2_lifecycle_manager (RoboStack/robostack#8, RoboStack/robostack#83).
