Add MOLA and MRPT packages

Adds the MOLA metapackage dependency closure as an initial Linux-only build, including its MRPT and MP2P ICP dependencies.

Candidate for porting, but mostly as a redo, to the RoboStack monorepo, RoboStack/robostack, where all ROS 2 distributions are now built. The lyrical snapshot there (RoboStack/robostack#60) changes most of what this PR works around:

• MOLA moves from 2.9.0 to 3.3.0, which is built on MRPT 3 (mrpt3-release: mrpt_core, mrpt_math, …) instead of the split MRPT 2 mrpt_lib* packages patched here;
• mp2p_icp 3.0.0 is now split into mp2p_icp_core and mp2p_icp_viz.

So the extra mola_launcher/mp2p_icp dependencies and most of the mrpt_lib* changes probably don't carry over. The libudev1/libsystemd0 <258 workaround (and its cache eviction) also looks unneeded, since the shared pinning there already pins libudev and libsystemd to 257. The two mrpt_libgui/mrpt_libmath patches still apply to 2.15.21, if those packages are still wanted. Pull requests can't be transferred, so if a maintainer replies "go ahead", I'll rework this there against the new MOLA/MRPT 3 layout, crediting @wolfv.
