This adds AMD support to external semaphores (currently Windows only, due to the fact HIP does not yet support external semaphores on Linux).
This is essentially a port of the existing CUDA implementation. I tested timeline semaphores (OIDN_EXTERNAL_SEMAPHORE_TYPE_FLAG_OPAQUE_WIN32) with my Vulkan renderer.
