1st encode ETA of 2½ hours. Completed in less than 38 minutes.

This may be a stupid question, but have you considered calculating the total ETA
by dividing the total number of frames remaining to be encoded
by the (smoothed) current encoding frame rate?
Individual encode ETA would then be scaled by the number of simultaneous encodes.
