Summary
Prepare 0.3.0 for the Forward and Managed contract changes merged in #13. Move the completed Unreleased notes into the version section, retaining the migration guidance and an empty Unreleased section.
Update the SDK and independent examples POMs, install snippet and current release guides; preserve Java 8 support and the filtered version.properties template. Reclassify the stale Skill-update removal note under 0.2.0 because that API was already absent from its published tag.

This PR prepares release metadata only. The merged feature source has completed QA acceptance; after this version PR merges, rebuild and accept the QA package from the new main SHA before requesting formal publication. No tag or public package is created by this PR.
