[MRG] Debug doc on master, speedup wheels with ARM runners and add tests for Python 3.14

Types of changes

• Debug doc on master branch by doowloading submodules
• Use ARM runner on linux to speedup wheels compilations
• Update tests to run on python 3.14 and 3.14t (free threaded)
