This PR replaces Celery as the task orchestrator with Prefect in a way that tries not to break any existing functionalities.
To keep the scope of the PR manageable, it doesn't really restructure any code, or touch implicitly related stuff like S3 object storages for results, or adjusting the result cache from the already existing Redis implementation. However, these are all concerns that will need to be addressed in different PRs.
