Update policyengine-core to 3.32.10

Scope

Update the PolicyEngine package bundle from policyengine-core 3.32.5 to 3.32.10 after PolicyEngine/policyengine-core#555 adds pytest 9 support and publishes the new Core release.

The downstream pin must be prepared through the bundle manifest and generated package metadata. The lock file can be refreshed only after policyengine-core 3.32.10 is available from PyPI.

Acceptance criteria

• The bundle manifest and generated package extras pin policyengine-core 3.32.10.
• The lock file resolves policyengine-core 3.32.10 and pytest 9 after the Core release.
• Bundle consistency, formatting, lint, and tests pass.
