Give pension-age Housing Benefit claimants who attained State Pension age on or after 1 April 2021 (and couples who both did) the lower personal allowance in SI 2006/214 Sch 3 para 1(1)(c) and (2)(c), £238.00 and £363.25 a week in 2026-27, instead of the £256.00 and £383.35 kept by earlier cohorts. England's pensioner Council Tax Reduction applies the same split (SI 2012/2885 Sch 2 para 1); Scotland and Wales keep one rate. Adds `state_pension_age_date`, the day each person attains State Pension age.
