Adds the shared PolicyEngine tools GA4 property (G-2YHG89FY0N) with tool_name 'policybench', matching the pattern used by other standalone tool sites (payroll-deficit-explorer, salt-cap-ny17, etc.). Includes pageview config plus scroll-depth, time-on-tool, and outbound-click events so the tool appears in the CRM tools leaderboard.
