The status block authorised the first step-7 collection AUTOMATICALLY once two
dedicated hosts existed and the binding froze. That makes a training collection
start on an infrastructure event, with nothing requiring the rules for reading
the data to exist first — so the protocol could be written after a look at what
the training produced. That is the failure mode preregistration exists to
prevent, and it is an ordering-of-authority defect, not a defect in anything
already accepted.

Revoked: the automatic authorisation of the first step-7 collection, and only
that. Unchanged: environment capture tooling, provisioning, the execution

This amendment carries no threshold, no statistic and no gate — those are T0's,
in a separate document. No digest moves: this file is outside all three frozen
source sets, and the step-7 controls still pass 12/12.
