Prepare the pure-numeric v0.2.8 Linux/amd64 raw asset required by the IPsec package consumer. The package now emits the raw binary plus SHA256SUMS; CI verifies its reported v0.2.8 version, embedded Go 1.27.0, byte identity with the Linux archive, checksums, and binary-mode govulncheck. README limits the claim to this Linux candidate; privileged two-host and Windows integration remain unverified. Local Go 1.27.0 validate, race tests, build/package, checksum and binary govulncheck passed. No tag or Release is created by this PR.
