Remove the frozen blog generator

Summary

• Delete scripts/generate-blogs.mjs, which has only printed a freeze message and exited since August.
• Delete scripts/blog-topic-catalog.mjs, which nothing imports anymore.

Posts stay hand-written. The freeze decision remains in commit 32b310a.

Test plan

• Confirm package.json scripts and CI do not reference either file
• Confirm the site still builds without the scripts
