Editing a sent report: no way to add a flash dump, and the page doesn't say where one goes #456

From the user group, 2026-10-11 (a user, trying the new report editor on /club):

What the code does

• The editor's add-file kinds are photo, boot_log, uboot_env (frontend/apps/site/src/components/club/EditReport.tsx, ADD_KINDS).
• The server refuses backup and yaml parts in any edit (service/internal/reports/handler.go, in read, edit branch): "cannot be edited: an edit changes the note, the camera proposed, and adds or removes photos and text files".
• The rule's stated reason (service/internal/reports/edit.go): ipctool's output and a backup are what the camera said and stay as sent. That is about changing or removing them; removing a backup is refused separately.

The gap
Adding a dump to a report that has none falls under the same refusal, and the editor doesn't say what to do instead. Today the dump can only arrive as a new report: the board panel's "Have this board?" form (Full flash dump), or ipctool with a club code that joins the existing report (ipctool upload --note club-XXXX-XXXX).

To decide

1. Allow adding a backup (and/or ipctool's YAML) to a report that has neither, sent back to review like any edit and asked for consent (public/private) as the send form does. Or:
2. Keep the refusal, and say on the editor how to send the dump: the board's send form, or a joining ipctool code.
