Added stack manifest and deploy status for Docker-based NOC Nexus stack.

docker compose config -> OK
docker compose build -> blocked: Docker daemon is not running on this host; full launch is DIY.

Findings fixed

None (not deployable on this host).

Open / needs human review

Start Docker daemon to proceed with compose bring-up.
