Update linter and formatter

This PR updates the linter and the formatter that were previously in the repository:

• It updates the versions of the dependencies
• It imports the company configurations for the linter and prettier
• It adds a CI action to check formatting

NOTE: this PR includes a lot of formatting changes, but no behavior has been modified in the scripts. The only files manually updated are:

• package.json
• the configuration files for Lint and Prettier
• the new github action file
• arb-shared-dependencies/index.js to add one comment to ignore one line on the linter
