Integrates
DutyProposerPreferencesinto the tracker: its partial signatures are now expected without a scheduled parent duty (VC-initiated like exits and builder registrations, submitted up to two epochs before the proposal slot), and inconsistent partials get the dedicated non-bug reasonpar_sig_db_inconsistent_preferences— divergence is legitimate during a reorg (changeddependent_root) or a staggered fee recipient/gas limit change and self-heals at threshold, mirroring the sync-message treatment.category: feature
