URL, API key standard affair, get the URL from the browser, and the API key from Settings - General. Once entered a connection test is made and if successful you can see a tick icon and clicking that will tell you what the response was.
Base Folder allows you to use a pre-folder to the full path reported by Radarr/Sonarr. A good example of this is if you're running Radarr/Sonarr on Linux and you're running Compressarr on Windows, you can map a drive letter to the same drive Radarr is looking at and it'll translate the video paths to the drive.
Kinda obvious, this uses Microsoft log levels to determine what to report in the logs. If you look in the appsettings.json file in the config directory of the app you can specify console and file logging options separately.
