CONTRIBUTING.md now just links to nativephp.com/contributing, like every other repo's does. The mobile v4 docs had their own contributing page, which the new page replaces. Replaces CONTRIBUTING.md with a short pointer to https://nativephp.com/contributing, the same file every other repo now has.
Also removes the mobile v4 docs contributing page, since the new site-wide page replaces it.
