docs(fern): move published docs into docs tree#796

Remove the legacy Sphinx pipeline and make docs/ the single source of truth so the published site matches the repository layout.
Replace the custom home page badge import with plain MDX, redirect stale home URLs to the canonical get-started route, and remove stray frontmatter lines left by the tags cleanup.
