Overview: This PR integrates automated QDQ placement tool to ModelOpt, this PR is 4/4 parts of the changes. This PR contains the following changes:

1. Implements reference and design documents
2. Implements a simple resnet example
3. Update change log
4. prepend timestamp to logger format text.
