本阶段修复 LabVIEW CI 的 Build Artifact 上传失败：runner 日志显示 VIP 已生成，失败点为 actions/upload-artifact 访问 GitHub Actions results/Azure Blob 服务时 ECONNRESET。已为上传步骤增加一次重试，并设置上传失败不阻断后续 FTP 备份和 VI Tester 测试。机器网络层仍建议放通/代理 GitHub Actions artifact 相关域名，尤其是 *.blob.core.windows.net。 |

.vip已成功生成，失败点为actions/upload-artifact请求 GitHub Actions results/Azure Blob 服务时ECONNRESET，不是构建产物路径或文件缺失。*.blob.core.windows.net。
