Summary:

Closes #1580

Upgrade the local and deployed PostgreSQL versions to 14.

Testing tips:

• Execute locally

./scripts/docker-localdb-rebuild-data.sh

• Connect to the local database and execute:

SELECT version();

• Expected results:

PostgreSQL 14.9 (Debian 14.9-1.pgdg110+1) on x86_64-pc-linux-gnu, compiled by gcc (Debian 10.2.1-6) 10.2.1 20210110, 64-bit
