## Explanation

Two defects in the Snap sign-transaction confirmation UI:

1. **Asset amounts rendered in scientific notation.** `OperationMapper`
normalized operation amounts with `BigNumber(value).toString()`, which
emits exponential form for small values (e.g. `1e-7` instead of
`0.0000001`). The confirmation therefore showed the wrong-looking amount
for small payments. Switched to `BigNumber(value).toFixed()`, which
always produces plain decimal notation.

2. **Native XLM icon clipped/not rendering.** The bundled XLM logo
(`slip44:148.svg`) declared `width="100" height="100"` but no `viewBox`,
so when the confirmation UI rendered it at 16×16 the paths were clipped
to the top-left corner instead of scaling. Added `viewBox="0 0 100 100"`
so the artwork scales to any rendered size.

This PR fix the new asset controller no longer handle delete asset
event,
when today snap doesnt send 0 balance to event and depends on it to
remove the asset

the new change will send 0 balance event for the sep41 asset when it was
non zero than become zero

Stellar ledgers close roughly every 5 seconds, so the 2 second initial
track transaction interval polled Horizon before the transaction could
be indexed and wasted requests on not found responses.

Raise the scheduleBackgroundEvent default to 5 seconds for the initial
poll, while keeping reschedules at 2 seconds so retries stay responsive
once the transaction is expected to be indexed.

fix: poll Horizon after 5s to match Stellar block time

This PR updates the Snap’s SEP-43 signMessage flow to treat the incoming
message as UTF-8 text only (no base64 auto-detection/decoding), aligning
what users see in the confirmation UI with what is signed via SEP-0053.
