Cuts release 1379.0.0 for the core monorepo and bumps @metamask/kyc-controller from 0.13.0 to 0.14.0, with no application source changes in this diff—only version and changelog updates.

The kyc-controller changelog is finalized for 0.14.0 by adding that release section and compare links, documenting what ships in this tag: optional currentStep on session status (with exports KYC_CURRENT_STEPS / KycCurrentStep), and KycController.ensureLocalUserSecret plus its messenger action for UKYC local_user_secret setup before startSession.

Per the PR description, this re-applies the previously reverted release work (PR 11205).
