MHIOS translates the frozen MathGov decision architecture into auditable human, institutional, and machine interaction records. Version 0.8 adds recursive-successor governance controls without adding a MathGov gate, altering the five-stage cascade, creating a new authority source, or modifying any Union Scope or Welfare Dimension.

v0.8 governing addition

Derivation is not authorization. Intelligence may create a candidate successor; it may not create the successor's authority.

Version 0.8 adds and consolidates:

  • SuccessorRequalificationRecord as the 47th object type;
  • parent/candidate lineage and material-change deltas;
  • default denial of authority inheritance;
  • exact candidate configuration binding;
  • candidate locks before fresh qualification and authorization;
  • maximum unreviewed generation-depth controls;
  • independent non-AI review of material successor changes;
  • evaluation-validity expiry and fresh evidence requirements;
  • five expected-failure successor vectors, one positive vector, and four successor-specific seeded mutations;
  • a dedicated Successor and Material-Change Requalification Standard.
  • registry traceability for all 70 active conformance vectors, with release failure on unmapped active vectors;
  • explicit C0-C3 conformance profiles and a structural profile evaluator;
  • non-confounded burden measures and a preregistration-ready, anti-priming inter-rater reliability protocol.

Core compatibility and precedence

The exact tested Core build controls all MathGov semantics. MHIOS controls only the implementation, interaction, provenance, audit, and runtime-orchestration surfaces declared in this package. A later or different Core build requires an explicit compatibility review; version numbering alone does not establish compatibility.

Claim boundary

Passing the included validators establishes package consistency against the encoded checks. It does not establish legal authority, physical safety, construct validity, empirical effectiveness, burden reduction, reviewer agreement, or deployment readiness in a particular domain.

Computational Context Declaration

For material computational systems, MHIOS v0.8 presents a compact derived view of the computational problem/object, exact architecture and configuration, demonstrated capability, assigned task, deployment domain, required evidence standard, consequence interface, and separate legitimate authority basis. Consequence Interface is not Legitimate Authority. The view does not create a new gate or new authority source.
