Pipeline upload is blocked by secret interpolation. Remove the server pipeline env block and fetch Sonar, NVD and analytics secrets at runtime, stopping on retrieval failure before exporting.

Only .buildkite/server_pipeline.yml changes. Existing queues and release commands are preserved.

Validation: YAML parse and Bash syntax passed; stubbed successful retrieval and all three individual retrieval failures passed. Live Buildkite execution remains to be verified.
