Disable WOA23 transects by default

Enable them in polar regions

I noticed that WOA23 Transects were plotting in the wc_defaults and no_polar_regions analysis tests in the test suite, and that isn't the behavior we want. This PR cleans those up.

Testing

I ran the analysis suite:

I am able to see that WOA transects no longer appear in:

as desired.
