ci(security): cache gosec results and binary across runs - #1398
On the latest green main run (run 40143618676), the "Run gosec Security Scanner" step took 304s of the Security Scanning job's ~7 minutes. The log shows where the time goes:
about 42s on go install gosec@v2.28.0. scripts/run-gosec.sh caches the binary in ~/.cache/gosec/<gosec>-<go>, but CI never saves that directory, so every run reinstalls it.
about 262s on the root-module scan. gosec keeps nothing between runs, so it re-parses and type-checks every package and dependency from source each time.
The scan costs the same when no Go input changed. A frontend-only PR pays the full ~5 minutes for a verdict that can't differ from the last one.
What changed
.github/workflows/ci.yml, security-scan job:
Compute gosec cache keys (new step, continue-on-error). It hashes every input to gosec's verdict:
all *.go files on disk (both scanned modules, . and tests/e2e, plus anything else, testdata included)
ci.yml itself (it holds the SARIF merge and the automationDetails ids)
The hash is sha256sum over the path-sorted file list. Each line carries the path as well as the content, so moving or renaming a file changes the key. hashFiles() hashes content only and would miss that. The key also includes the pinned gosec version, the effective Go version, RUNNER_OS and RUNNER_ARCH.
Restore gosec results (actions/cache/restore, exact key, no restore-keys). It restores the merged gosec-results.sarif to the path the upload step already reads.
Restore gosec binary (actions/cache/restore). Keyed on gosec version + Go version + OS/arch. Path is the script's own cache dir. Skipped on a results hit, since no scan runs.
Run gosec Security Scanner:
On an exact hit with a readable SARIF, it logs that it is reusing the result and exits 0. The existing upload step then sends the restored SARIF to code scanning as before.
On a miss, the script body is unchanged apart from two $GITHUB_OUTPUT lines (binary_ready, clean_scan). || status=1 became || rc=$? + [ "$rc" -eq 0 ] || status=1, so the step still exits 1 on any failure.
If a hit restores an unreadable file, the step warns, deletes it and runs a real scan.
Upload gosec results: untouched.
Save gosec results (actions/cache/save). Runs only when steps.gosec.outputs.clean_scan == 'true', which is set only after a fresh scan that exited 0 and merged its SARIF.
Save gosec binary (actions/cache/save). Runs on a binary-cache miss once the binary is installed, even if gosec reported findings. The binary depends only on the versions in its key. Restore and save are split, like the Chromium cache in frontend-e2e.yml, because the combined actions/cache saves in a post-if: success() step. With that, any failing scanner in this job would skip the save.
All new steps keep the always() && steps.checkout.outcome == 'success' && steps.setup_go.outcome == 'success' guard. Every cache step is also gated on the key step succeeding. If the key step breaks, gosec scans uncached, exactly as today. New actions are pinned to the SHA this repo already uses: actions/cache/{restore,save}@0057852bfaa89a56745cba8c7296529d2fc39830 # v4.3.0. I checked it with gh api repos/actions/cache/git/ref/tags/v4.3.0.
scripts/run-gosec.sh gains --print-versions. It prints gosec_version=, go_version= (the effective toolchain, computed the same way as for a scan) and bin_dir=, then exits without installing or scanning. The workflow reads the pin and cache dir from the script, so nothing is duplicated. scripts/test-run-gosec.sh covers it with three new checks: correct output, no scan, extra args rejected.
Why a cache hit is safe
Identical inputs give an identical verdict. The key covers every file gosec reads to reach a verdict, plus the gosec and Go versions and the platform. go.sum pins dependency content, and a #nosec lives in a .go file. Anything that could change the result changes the key. The key over-includes rather than under-includes: any ci.yml change is a miss, for example.
Only clean scans are cached. A finding (exit 1), a scan error, a missing SARIF or a setup failure never sets clean_scan, so the next run re-scans for real. Findings always come from a real scan, and a hit can only replay a pass for byte-identical inputs.
Exact match only. With no restore-keys, a result from different inputs is never restored.
Fail-safe. If the cache service errors on restore, the result is a miss. On save, the action only warns. A broken key step skips caching.
"Workflow runs can restore caches created in either the current branch or the default branch (usually main)." Pull request runs can also restore from the base branch, including for PRs from forks.
"When a cache is created by a workflow run triggered on a pull request, the cache is created for the merge ref (refs/pull/.../merge)." Such caches "cannot be written to the default branch's scope", and other PRs and the base branch can't restore them.
So a PR, from a fork or not, can read main's gosec result but can't write to main's scope. A PR that edits ci.yml to save a fake "clean" SARIF only poisons its own merge-ref scope. Editing ci.yml also changes the key. main (and develop) only ever restore entries written by their own push runs. The same holds for the binary cache.

clean; planted key flagged
Step simulation. I extracted the exact run: bodies from ci.yml with PyYAML. Each ran under GitHub's default bash --noprofile --norc -eo pipefail, with a fake gosec planted at the bin_dir that --print-versions reports (the same technique as test-run-gosec.sh):
Miss. Two gosec calls. Exit 0. Merged SARIF with ids ["gosec-root/","gosec-tests-e2e/"]. Outputs binary_ready=true clean_scan=true, so both saves would run.
Hit (the miss's SARIF pre-seeded where actions/cache/restore puts it). Zero gosec calls, exit 0. The file handed to the upload step is byte-identical to the cached one (same sha256). No outputs, so neither save runs.
Hit with an unreadable file. Warns, runs a real scan, exit 0.
Finding. Exit 1, merged SARIF still produced. No clean_scan, so the result is not saved. The binary is saved.
No SARIF produced. Exit 1 with ::error::no gosec SARIF output was produced by any module, not saved.
Install failure. Exit 1, neither saved.
Miss path vs origin/main. I ran the old and new step bodies side by side under the same fake for clean, finding, no-SARIF and install-failure. Exit code, log, fake-gosec call list and merged SARIF bytes are identical in all four.
Key sensitivity. Each change below was a temporary edit, reverted afterwards.
Key unchanged: adding a frontend .ts file, editing README.md.
Key changed: adding a .go file, editing a tests/e2e.go file, moving an existing .go file with the same content, editing go.sum, tests/e2e/go.mod, go.work.sum or run-gosec.sh.
The key returned to its baseline after the reverts.
The key step takes about 0.1s locally.
What I couldn't verify locally. GitHub Actions itself can't run locally, so actions/cache restore/save, the if: expressions, steps.*.outputs wiring and the code-scanning upload of a restored SARIF are untested until CI runs. This PR's CI is the real test:
The first run is a cold miss. Expect a normal ~5 min scan, then "Save gosec results" and "Save gosec binary" to run.
A later push with no Go or ci.yml changes should hit. Expect "reusing its SARIF" and a gosec step of a few seconds. The binary restore is skipped.
After merge, the first main run is a miss that seeds main's scope. After that, frontend-only PRs hit.
Expected effect
Results hit (no Go, module, wrapper or ci.yml change since a clean scan in a readable scope): the ~304s step drops to a cache restore plus a no-op step, a few seconds. The upload still runs.
Results miss, binary hit: saves the ~42s install. The ~262s scan still runs.
Cold or after a gosec/Go bump: same as today, plus a couple of seconds for the cache steps.
Storage: the SARIF and binary entries are small next to the 10 GB repo limit. Unused entries expire after 7 days.
This touches CI, which you own. Please check that the key's input list matches your view of what can change gosec's verdict. Any ci.yml change is deliberately a miss. Also check the new --print-versions flag on run-gosec.sh. No issue is tracked for this change, by request, so there are no labels to mirror.
Security scans can reuse clean results when the relevant code and configuration are unchanged, while cache misses and failures fall back to a fresh scan. This may reduce repeated scan time in CI.
The gosec step in the security-scan job took 304s of the job's ~7
minutes on a recent green main run. gosec keeps nothing between runs, so
it re-parses and type-checks every package and dependency from source,
and CI never saved the binary that scripts/run-gosec.sh caches, so every
run also did `go install gosec`. Frontend-only PRs paid all of it for a
verdict that could not have changed.
Result cache: a new step hashes every input to gosec's verdict (all .go
files with their paths, every go.mod/go.sum, go.work/go.work.sum,
scripts/run-gosec.sh and ci.yml) and keys it with the pinned gosec
version, the effective Go version, runner OS and arch. On an exact hit
the restored, already-merged SARIF goes straight to the existing upload
step, so the Security tab stays populated. On a miss the scan runs
exactly as before. Only a clean scan (exit 0, SARIF merged) is saved, so
a finding or a scan error is never replayed from the cache.
Binary cache: ~/.cache/gosec/<gosec>-<go> is restored and saved with
split actions/cache steps keyed on the same two versions, so a failing
scanner elsewhere in the job does not stop the save.
run-gosec.sh gains --print-versions so the workflow reads the gosec pin,
Go version and binary cache dir from the script instead of duplicating
them; test-run-gosec.sh covers it. The cache steps are an optimisation
only: if computing the key fails, they are skipped and gosec runs
uncached.

The gosec wrapper adds a version-reporting option. The CI workflow uses source and tool versions to key result and binary caches, reuses valid cached SARIF, and saves results and binaries under separate conditions.
Changes: Gosec CI caching

Summary
Gosec version reporting scripts/run-gosec.sh, scripts/test-run-gosec.sh
The wrapper adds --print-versions, which reports gosec and Go versions and the binary cache directory without installing or scanning. Tests cover its output and rejection of additional arguments.
Cache keys and restore .github/workflows/ci.yml
The workflow keys results by Go sources, module and workspace files, the wrapper, workflow, runner, and tool versions. It restores results by exact key and reuses only readable SARIF with at least one run.
Scan status and cache saves .github/workflows/ci.yml
The workflow tracks the scan exit status separately. It saves results only after a clean scan and saves the binary when it is ready and was not restored.

An uncommon setup failure can trigger an unnecessary binary-cache save. Check that the executable exists before saving; the risk is bounded and does not block merging.

Require the executable before marking the binary ready.
A mkdir or mktemp failure can stop scripts/run-gosec.sh before gosec exists, with status 1 instead of 2. The workflow then sets binary_ready=true and invokes actions/cache/save with a missing binary path. Check the executable while preserving binary saves for findings and scan errors.

CodeRabbit's finding above (binary_ready set when an early mkdir/mktemp failure stops run-gosec.sh before gosec exists) is addressed in follow-up #1399, since this PR has already merged.
run-gosec.sh exits 2 on setup failures, but an early mkdir or mktemp
failure stops it with 1 before gosec is installed. The gosec step then
marked binary_ready and "Save gosec binary" ran actions/cache/save on a
missing path. Require the executable in the cache dir before marking it
ready; findings and scan errors (exit 1, binary present) still save it.
Follow-up to #1398, from CodeRabbit's review there.
