Summary: replace the unavailable macos-13 runner label with GitHub's supported macos-15-intel label for macOS x64 release build and installer smoke jobs. This keeps the orange-macos-x64 asset on an Intel macOS runner while avoiding queue stalls on an unsupported label. Verification: git diff --check; rg -n 'macos-13|macos-15-intel' .github/workflows/release.yml.
