Prepare v1.1.0-beta.1 closed beta release

Summary

• Sync package/plugin/installer/version surfaces to 1.1.0-beta.1 and README metadata to 1.1-doc.10.
• Update Closed Beta docs, localized READMEs, release notes, issue-form defaults, and release/fallback examples for the official beta channel.
• Fix beta.1 E2E blockers: literal direct-response prompts now stay L0, and explicit same-work follow-up can continue a recent active Quest across a new Codex session.

Real Codex E2E

• Ran an isolated temp Orange home and temp git repo with the beta.1 SEA candidate forced via ORANGE_HYPER_BIN.
• Verified read-only binding plan, user-scoped binding install, Codex marketplace registration, plugin install/enabled state, hook definitions/trust entries, inactive no-op, project activation, current lifecycle, L0 no Quest, L2 Quest/Capsule/evidence, one-shot Stop continuation, cross-session same-Quest continuity, pending-only Memory Proposals, no project npm files, and cleanup.
• Recorded sanitized evidence in docs/27_CODEX_BINDING_E2E.md.
