Add tier-2 site config for Barfoot

Description

Barfoot is one of the HPCMP systems, this PR adds a tier-2 site config for GCC and Intel LLVM.

I built the NEPTUNE environment (neptune-dev template) on the system with gcc@14.3.0 and oneapi@2025.2.1.
