add GitHub Audit Log Workflow

Create a workflow that can ingest audit logs from GitHub organizations and enterprises.

API endpoints:

• Enterprise Audit Logs
• Organization Audit Logs

My apologies that this has sat for awhile, not sure how I missed it!

I actually just reviewed and merged another GitLab workflow recently, but yours seems to cover a lot more.

If you're still interested in getting this merged please let me know and a DCO and a move to the Community Developed folder would be needed rather than the IBM Proof Of Concept folder.

If we have multiple GitLab integrations I can nest them in a Gitlab folder, or just give them unique names as well.

Indeed! We use both so sometimes the wrong one slips into my brain. 😉

Right, so @lmahoney1 disregard my comment about "multiple" GitLab integrations as this is GitHub, but it does still need a DCO added and posted to the Community Developed folder rather than the IBM Proof Of Concept folder.

If there's no action on this I might just update the PR and move it to the correct folder.
