Improve CLI audits and developer experience #1055

Description

Umbrella tracker for the CLI audit and developer-experience improvements identified during rc/202608. The work spans audit previews and generated configuration, creative-opportunity discovery, redirect interpretation, human-readable output, adapter/tooling guidance, and dev-proxy diagnostics. Each linked issue owns its own implementation and acceptance checks.

The question of whether ts audit generate <url> should crawl beyond the supplied page is deferred to #1065. The minimum file-descriptor threshold for the dev proxy remains an open decision in #1064.
