because has to use pandas<2.1 so complied under win 64
also pyarrow 12.0.1 under w64

pymongo 4.3.3 is important. you need to install this version first then install latest 4.7.1 otherwise it will error out.

cvxpy compile under py312 using conda. now use delvewheel to repair it.
