Fixes #1098
The issue was on mobile we copied the HTML of the filter (and cleared that on close), but that loses the event listeners. Instead we no move it (and move if back on close). I did look at just having it duplicated in the DOM but with lots of
ids (that need to be unique) that was a bigger change so decided on this fix instead.
