Migrates WaitTasks, KillTask, Monitor, TaskCreate, TaskGet, TaskList, TaskUpdate, TaskRun, TaskOutput, TaskStop to the typed Schema()/Parameters()/DecodeInput[T] pattern with parity tests. Preserves TaskList/TaskRun empty-input tolerance and TaskOutput/TaskStop legacy taskId fallback.
