Replaces the repo's CodeQL default setup with an explicit workflow so analysis runs inline on pull requests (the default setup only surfaced findings after merge).
security-extended(matches the previous default setup, so the same queries are covered)After this merges I'll disable the default setup to avoid duplicate scans. This PR itself will exercise the new workflow — the CodeQL check should run here with inline results.
