Summary: advances the release train to 3.2.3 without rewriting malformed unpublished v3.2.1 or v3.2.2 tags; synchronizes package, manifest, demo, CDN, changelog, and publishing metadata; and fixes ecosystem preflight so Layout validates first against immutable published UI 2.4.0 while retaining Interactive 1.7.1 as the coordinated candidate. Root cause: tag and manifest versions were shifted, while local preflight read descendant UI worktree metadata and created a circular dependency on unpublished UI 2.5.0. Verification: focused metadata, manifest, docs, Pages, and preflight contracts; full Chromium, Firefox, and WebKit matrices; responsive-region fixture; current and minimum clean-install matrices; zero-vulnerability npm audit; npm pack and publish dry-runs.
