Explanation of Change

Upgrade react-native-gesture-handler from 2.28.0 to 2.32.0. Updates package.json, package-lock.json, and regenerates ios/Podfile.lock (RNGestureHandler pod spec and the resulting hermes-engine checksum change).

Tests

1. Open a report and hold on a message to reveal the menu — verify the gesture still works smoothly.
2. Open the receipt/image preview (e.g. from an expense) and pinch-to-zoom and pan the image — verify zoom/pan gestures respond correctly.
3. Open the attachment carousel (multiple receipts/images) and swipe between attachments — verify paging gestures work.
4. Open a modal that supports swipe-to-dismiss (e.g. ReanimatedModal-based screens) and verify swipe-to-close still works.
5. Open the avatar crop modal and verify the crop slider/pan/pinch gestures work as expected.
6. Verify the app builds and runs without gesture-handler related native crashes on iOS and Android.

Low-risk, well-scoped bump. No blocking issues in the diff itself. Recommend non-blockers: (a) confirm the hermes-engine checksum reproduces on the CI/target config, and (b) attach at least one gesture screen-capture per platform before merge given 0% automated coverage on gesture behavior.
