Prevent duplicate onboarding tasks when creating workspace post-onboarding

Explanation of Change

When a user signs up, selects "Track and budget expenses" (PERSONAL_SPEND), skips workspace creation, and then creates a new workspace via the FAB menu, two identical "Take a test drive" tasks appear in the Concierge chat. This happens because buildPolicyData() calls prepareOnboardingOnyxData() a second time without checking whether the guided setup flow has already been completed.

This PR adds a hasCompletedGuidedSetupFlow guard to the condition in buildPolicyData() that controls onboarding task creation. This follows the same pattern already used in getGuidedSetupDataForOpenReport() in Report/index.ts, which properly checks isOnboardingCompleted before proceeding. This prevents ALL onboarding task types from being duplicated (not just VIEW_TOUR), making it a more robust fix than only patching the VIEW_TOUR filter.

Offline tests

This change only affects the initial workspace creation flow which requires network connectivity. No offline-specific behavior is affected.
