Explanation of Change

Move createReportOption from listFooterContent to customListHeaderContent so it appears at the top of the list. Keep the "Remove from report" option in listFooterContent since it should remain at the bottom.

2. Select one or two expenses, then click the "Selected" dropdown button

4. Verify that the "Create report" option is displayed at the top, above the existing report rows
