ci: dispatch sibling-released to agent-comms after each release - #48

agent-comms consumes this package and bumps it through a shared dependency-heal workflow that listens for a sibling-released repository_dispatch. The release job now reports whether a new release appeared by comparing the latest GitHub release before and after semantic-release runs, and a follow-up job sends the dispatch with a token from the ExaDev Sync app, since the workflow token cannot start a workflow in another repository.

After each release this reports whether a new version appeared, and a follow-up job dispatches sibling-released to agent-comms with a token from the ExaDev Sync app, which is how agent-comms picks the version up straight away instead of on a weekly scan. The check compares the latest GitHub release before and after semantic-release runs, so a run that publishes nothing sends nothing.
Needs an EXADEV_SYNC_PRIVATE_KEY repository secret holding that app's key before it can merge, otherwise the notify job fails after every release. Draft until that exists.
