Add comments explaining vars etc...

I don't think the core TorQ repo is the best place for this PR, feels more like it should be its own app like the finance starter pack. @jonathonmcmurray any thoughts? |

Main data loader script which loads in, reads, and writes data to disk from a specified directory. New process must also be added named dataloader1, which takes the dataloader.q script as its process file.
