[DOIO-170] Add MySQL Data Observability job

The MySQL integration can now run Data Observability monitor queries from Remote Configuration. The disabled-by-default async job uses one dedicated connection, switches to each validated database before execution, supports interval and cron schedules, and emits MySQL query results and scheduling metrics.
